# Design-partner footprint geography

Sources accessed 2026-10-24. This module is confined to the public brochure.

## Meaning

The owner specified exactly these 19 footprint states: FL, GA, SC, NC, TN, LA,
AL, PA, AR, TX, AZ, CA, NV, VA, UT, CO, OH, MA, NE. Cyan means design-partner
operating footprint. It does not mean regulatory coverage, customer count,
customer sites, live ingestion, or legal compliance. The 57 county dots are
illustrative, selected geographically from public data.

Regulation tracking and the Almic Send integration are under development. The
known implementation is a Texas draft source-review register, not nationwide
regulatory ingestion. Public copy preserves that distinction.

## Population selection and source fields

U.S. Census Bureau, **County-level Urban and Rural information for the 2020
Census**, September 2023 update:

- Landing page: https://www.census.gov/programs-surveys/geography/guidance/geo-areas/urban-rural.html
- Workbook: https://www2.census.gov/geo/docs/reference/ua/2020_UA_COUNTY.xlsx
- Workbook SHA-256: `74f0fc65c2945d33198c75431852e552832cc018c949fcd9230eb5f79959e0b2`
- Sheet `2020_UA_COUNTY`, columns `STATE`, `COUNTY`, `STATE_NAME`, `COUNTY_NAME`,
  and `POP_COU`. Sheet `FieldDescriptions_Notes` explicitly defines `POP_COU`
  as **2020 Census total population of the County**. One row per county or
  county equivalent; duplicate GEOIDs were rejected during extraction.
- `POP_URB`, `POP_RUR`, urban-area populations and overlaps are not used.
- The second workbook sheet, `CT_2022`, is not used.

`census-county-source-2020.csv` is a source-field extract, not a copy of the
10 MB workbook. It preserves all 1,505 county/county-equivalent candidates in
the 19 states, joined to Gazetteer names and representative coordinates by
zero-padded 5-digit GEOID. Rank total population descending within each state;
choose three. Virginia names ending in ` city` are excluded before ranking.
No selected ranks tie. Louisiana parishes are retained. Denver County and
Davidson County are actual counties despite consolidated governments;
Nashville-Davidson balance and Virginia Beach city are not substituted.

All 57 selected names, GEOIDs and populations were independently checked
against `ESTIMATESBASE2020` in the official static file
https://www2.census.gov/programs-surveys/popest/datasets/2020-2021/counties/totals/co-est2021-alldata.csv .
The Census Bureau explains the county base in
https://www.census.gov/newsroom/blogs/random-samplings/2021/12/population-estimates-start-of-the-decade.html .
No later estimate is used to select the points.

## Coordinates

U.S. Census Bureau, **2020 National Counties Gazetteer**:

- Original ZIP: https://www2.census.gov/geo/docs/maps-data/data/gazetteer/2020_Gazetteer/2020_Gaz_counties_national.zip
- Local original: `2020_Gaz_counties_national.zip`
- SHA-256: `02ef546e4c4f9c032c19616eabb9526caa016f778f41ede3b8c9755dacce20ef`
- Join `GEOID`; retain `USPS`, `NAME`, `INTPTLAT`, `INTPTLONG`.

These are Census representative points, not county seats, customer locations,
or centroids computed from the display geometry. The selected data are public
in `footprint-counties-2020.json`, including source longitude/latitude and
projected x/y. Census data citation/public-use guidance:

no Census endorsement is implied.

## Geometry, license, and build

- US Atlas 3.0.1: https://github.com/topojson/us-atlas
- Original asset: https://cdn.jsdelivr.net/npm/us-atlas@3.0.1/states-albers-10m.json
- Local unmodified file: `states-albers-10m.json`
- SHA-256: `6e7bb086a3c791490361968a3094f377f7726c5d0c4900fec03cc42db2305a3d`
- ISC license retained verbatim in `us-atlas-LICENSE.txt`.
- Geometry derives from Census 2017 cartographic boundaries, simplified and
  projected to Albers USA at scale 1300, translation [487.5, 305], 975 × 610.
  Alaska and Hawaii use the projection's standard insets. Geometry is
  illustrative and unsuitable for legal/cadastral boundary decisions.

`build-map.mjs` decodes the local projected TopoJSON arcs into SVG paths and
projects the county coordinates with **d3-geo 3.1.1** (ISC), obtained from the
standard npm registry with install scripts disabled. d3-geo runs only during
generation, not in the browser. No arbitrary repository scripts are executed.
Reproduce from the brochure directory:

```sh
npm install --ignore-scripts --no-audit --no-fund --prefix /tmp/almic-footprint-build d3-geo@3.1.1
node maps/build-map.mjs /tmp/almic-footprint-build/node_modules/d3-geo/src/index.js /absolute/output/footprint-map.fragment.html
```

The fragment has all 19 state disclosures and 57 county labels in its initial
HTML. The complete generated geography is `design-partner-footprint.svg`,
loaded as a responsive static image by default. `footprint-map.js` fetches that
same fixed, owned, same-origin asset once, with credentials omitted, to import
the interactive SVG into the page. No external map service, geographic API,
or runtime package is used. Failed enhancement leaves the static image and
county disclosures readable and keeps unfinished controls hidden. Native
selection/disclosure controls are the keyboard/mobile alternative to small map
points; enhanced map paths also support Enter and Space. Reduced motion
removes transitions. The fragment stays short; full geometry is external.

The public explanation is `provenance.html`. No authenticated application,
backend, database, worker, infrastructure, or production configuration is
part of this module.
